Go to the Residential Tenancy Branch about taking away your rent reduction. They don't follow the rules when it comes to increases etc. They may just be doing whatever they want. Just like they usually do.


I myself am a tenant would suggest to e everyone to launch a class action civil suit against this company. I myself would contribute some money.
Cityscape should be accountable for their inaction in making their buildings inhabitable.
Again i would implore even former residents whom have had their furniture thrown out because of the bedbugs infestation to file a suit.
This is the only thing these people understand.


I am writing this and I know if Place Promenade reads this they will know exactly who wrote this but I don’t care any more. I was keeping quiet about this but after recent treatment by Place Promenade towards me I am putting it out there. I think tenants should know their rights. I have been living there since 2008. Since that time the gym has not been available. They had hot tubs and a sauna that were not working. They also had broken gym equipment that was not only broken but unsafe. I compl

ained to the office many times. In my lease I signed this was an amenity that was to be included in my rent that I was not getting. Finally after getting no where I made a complaint to the tenancy branch and had a hearing. I showed them that I had been paying for a Y membership since shortly after I moved in and was claiming for those expenses and a rent reduction until it is fixed. They argued that the gym had no where near the amenities of my Y membership and balked at the amount I was requesting. My argument was that I like to run and wanted to use the treadmill and hot tub which were both broken. The only available option was to get a Y membership and had these been fixed I would have had no reason to purchase a Y membership. The officer agreed and I got over $500 back from Place Promenade. The months that I did not pay for a Y membership I was given half a months membership cost. My rent has been reduced $40 a month since then. I have saved almost $2000 since I moved in. I strongly encourage anyone to apply for this especially if you can show that you have been paying out of pocket for a gym membership. You can view previous decisions and my decision by going to the RTB. It provides a precedent when you apply for a hearing.

All the rest of the things you hear are true. I encourage anyone to go to the RTB and put in a repair order for all of the issues. Especially, the security buzzer that has never been working. It is a pain to have to keep taking the elevator down to let people in all of the time. I have put in a complaint about that and the laundry room.

Also, last year Place Promenade requested a 4% rent increase which is over the legislated rent increase guideline of 1.5%. The way it works is that you are obligated to pay the full amount until the RTB reviews the request. You have a chance to refute it if you disagree with it. They then decide on it. If they decline the request you are supposed to get credited back. Well….I had been paying the 4% since last October. I kept inquiring about when I was going to be able to refute the request and RTB said that they hadn’t heard anything about it yet. Turns out they NEVER put in a request but just decided to charge people extra. RTB told me to speak to Place Promenade first to work it out. I went to the office and talked to the manager. She was going to look into this for me. I went away for holidays for 3 weeks. She didn’t even look at it so I went ahead and applied the $270 credit for the over payment on my next months rent with a letter explaining the reasoning. Her answer was that I owe that money and that my rent is lower than the average 1 bedroom apartment in Place Promenade. I told her I don’t care if the average rent is a thousand dollars. She has to go by the rent increase guidelines. I went to the RTB and they have been working many files regarding this issue. I brought them all of my cheques showing I have been over paying. They were preparing a letter to Place Promenade to deal with the issue. I explained this to the manager and told her I am refusing to pay this until it is resolved with RTB. If indeed I am wrong (which RTB has assured me I am not) I will pay what is owed but I am not paying a dime more until then. In the mean time Place Promenade has applied for an order of possession for eviction for non payment of rent for $270. I can’t wait until the hearing to say my view point. She thinks she can do whatever she wants and is no different than the last management. It is a waste of their time, a waste of my time and a waste of RTB’s time to even hear this case because it is pretty cut and dry she has no case. The evidence is there that they were over charging the legislated amount. I think it is personal issue because I have been complaining and holding them accountable. Instead of waiting to hear from RTB she is trying to evict me. That is how they work.

So please protect yourself and help make Place Promenade accountable to its tenants. Check with RTB and make sure you are paying what you are supposed to be paying. If you recently moved in you can be paying the 4% increase with out even knowing it. RTB has a listing of what you should be paying. Go to the RTB and put in request for back rent for not having use of the gym. RTB is there to protect the rights of tenants from slum landlords like Place Promenade. If enough complaints are made to RTB it is going to create a lot of work for them which is going to force them into dealing with the issues.

And yes there is a bed bug issue. My place has been sprayed twice now because of adjoining suites. I have been fortunate enough not to have them but I did have cockroaches that had to be treated. My place is spotless. I am sure they came fron a neighbouring suite.

I have lived here for almost 7 years. I love the location and my actual suite.
THAT IS IT.
This building is so poorly run, since the fire last summer, not ONE thing has been repaired. They send notes saying they are waiting for the insurance...they are supposed to fix it first, then THEY wait for the insurance, NOT US.
Here is a list I comprised of things not working that they still say are amenities at this building:

Gym facilities -
Tanning Bed
Weight Room
Spa (Hot tubs and Sauna)


Locker Room

Buzzer (has not worked for close to a year since they installed the new system)

Laundry Room (damaged in a fire August 2010, not been fixed since)

Laundry Debit machine ( which you use to credit your laundry card, broken for 8 months)

Grocery Store within the building (damaged also in the fire, which they state as an amenity to the building)

Not only that but they will actually argue with you at the office if you need something repaired. I had a whole in my kitchen wall, that THEY cut and never left me a note about doing or entering my apartment for. It took me going down 5 times to the office until finally when I started smelling sewage while I was cooking did I get anyone to listen. Took six months.

Beg Bug spraying notice across the hall from me. So smelly...they didn't even think to notify the other residents on the floor to warn them or give them preventive advice for Beg Bugs considering they were on our floor.

I really suggest anyone living in this building to approach the Residential Tenancies Branch about the living condition in this buidling. I know I am.

I would like to know if things have improved at 400 Webb Place concerning the bed bugs and sanitary conditions concerning the garbage etc. Can anyone give an insight or are things the same at this apartment block? We are thinking of moving there. Can you tell me if new staff has been hired as well.

My comments are directed to the management and staff of Place Promenade, specifically 400 Webb Place. I find it disgusting how this apartment is being managed. Other than convenience to Portage Place, this apartment block cannot justify the monthly rental that each tenant pay. The entire block is filty, the smell of refuse is unbearable in any common area, the parking lot does not have garbage cans where tenants can dump their garbage, the hallways are extremely hot & humid, the parking lot is d

usty making newly-washed car filty in 10 minutes, faulty lights are never replaced,the unbearable noise level, and the list goes on. The degradation and the deterioration of this block is unbelievable. As a person involved in managing investments, I will not even buy this block at a bargain price. I invite the Sanitation or Health Inspection Section of the City of Winnipeg to come and inspect the entire facility to protect the well-being of voters who lives in this block. Except for the new manager and one maintenance person, office workers and maintenance workers are lazy, rude, and no sense of responsibility to tenants that they serve. A staff by the name of Arlene should be fired immediately for her laziness, extreme rudeness, and lack of decency towards all tenants. Arlene doesn't deserve to work in a place where people's lives are at stake. All tenants who I see at the leasing office who ask for help or pay their bills are not treated with respect by this Arlene. It's even worst if you are a person who is regarded as a visible minority. On behalf of all tenants who she offended, I DEMAND THE FIRING OF THIS ARLENE. KICK HER OUT ENTIRELY FROM HER EMPLOYMENT AND IF SHE IS A TENANT - KICK HER OUT AS WELL. Place Promenade is not a place for her. Send her to hell, which I'm sure is just around the corner for her.

Place Promenade is awful! My suite got infested by bedbugs. I had to throw all my furniture in the garbage by myself. The lazy caretakers said that they wouldn't hep me. It was a nightmare. I just waited for my lease to expire and I moved out of there right away. That was the worst place I've ever lived. The people in the office are lazy, messy and very rude!


I came home and there was a note on a neighbours door two doors down from Poulins stating they were treated for bed bugs and not to enter the suite until 7 pm. The whole hallway smelled like a very strong varnish type of odour. They never treated mine. I hope that this was due to a suite below them having an infestation and not on my floor.


you have a tenant that lives in the penthouse who is a slum landlord,owns several appt. around the city that he does not spray and brings items of interest back to his suite. perhaps this is your problem? he is up high and passes every floor.


Just got my second notice to have my apartment sprayed due to an adjoining suite having bed bugs. 2nd time in a year I have had to go through this. The last time was June. I so wish I hadn't renewed my lease. I haven't had any yet but I seriously think it is a matter of time.


i have had to move,and throw out all of my furniture because of a bad infestation at 154 Evanson st!


Place Promenade Management now has the nerve to put up signs saying we are on camera and anyone disposing of furniture and large items in the garbage bin will be charged??

WTF? How about paying us for the furniture these things are destroying? Way to add fuel to the fire. Get rid of them once and for all and you will not have people throwing out mattresses and furniture.


More discarded furniture and mattresses by the garbage bin that looked infested. Including a fairly nice and new couch. I also seen someone in the laundry room that was washing tonnes of laundry and using all the dryers. He said his suite was sprayed as a precautionary measure. This was on the 9th floor.

They should be cutting across the furniture and mattresses with a box cutter so the friggin scavengers that live in this building don't infect the rest of the building.


I found bed bugs in my suite. They sprayed my suite. Whole day we were out from home. When we reached home in the evening, still there are lots of bugs on bed. This is a real pain. It looks whole building is infested with bugs.


Noticed a bunch of mattresses and furniture recently discarded downstairs by the garbage bins. Checked it out and they are infested with bed bugs. Disgusting. This was a bad infestation. Like the ones you see when you google. Nasty


I just got notice that a suite near me has bed bugs and they are spraying mine as a precautionary measure next week. No to happy about this but at least they are being pro-active. My lease is coming up for renewal and I definitely will be looking elsewhere.


61 FURBY HAS BEDBUGS!!!!! APEX REALTY HAS OVER 30 BUILDINGS INFESTED AND THEY ARE VERY BAD PEOPLE TO DEAL WITH!!!


There is over 15 suites (in the Promenade, Managed poorly by Cityscape Residence Corp) that currently have been sprayed for bedbugs. There could possibly be other suites in the building that also have Bedbugs, but the tenants have not realized it yet (due to lack of a reaction to the insect bites) causing the problem to keep on spreading and reoccurring in sprayed suites. Management will spray tenant's unit only once and then claim that the tenant is responsible for additional spraying (which is

against various laws (s. 59, The Residential Tenancies Act,s. 3.3, The City of Winnipeg Maintenance and Occupancy Bylaw, s. 20, The Public Health Act)) which may have some tenants not getting there units sprayed again when needed (because of tenants ignorance of the tenancy laws and personal financial restrictions) causing the problem grow and spread further. Management also refuses to spray connecting units for the bugs, instead only sprays the units that have reported the issue. The bedbug problem seems to be recent as it first appeared in my knowledge around June of 2008.
