It all started when a tenant living across the hall moved out about a month after he moved in. He left his bed and all his furniture in the hallway which spread his infestation. I got a chance to speak to him before he left and he did say he could not deal with the bed bugs anymore. He blamed the building but I have been living in my apt for ovber 11 years and i am pretty sure he brought them in.
