Lived in the building for a few years with constant problems not only with bed bugs, but also with the Landlord who refused to acknowledge the problem and help solve it.

My downstairs neighbors, two floors below, struggled with bed bugs for a year. They kept the landlord informed, and he kept saying he'd take care of them himself (he came by with spray a few times) but it didn't take care of the problem. They had to hire an exterminator themselves. Then they migrated up to my nextdoor neighbors on the fifth floor. They also ended up having to hire an exterminator.
