I have lived here for years and there were no bed bugs in the building until recently. I have not had any in my suite yet and have been vigilant in vacuuming and checking my furniture.
My guess is the bed bugs were most likely brought in by the tenant who brought home a used mattress, which I believe was found in an alley.
I agree that the landlord has appeared to be inactive in preventing or treating the building for bed bugs. All he did was leave a can of Raid outside my door.

dI can understand your frustration but you have to look at both sides here.
The landlord did not bring in bedbugs. Bedbugs can get into even the cleanest persons unit. Good consistent preventative measures ncluding vacuuming more than regularily greatly help reduce the problem.
Note also that landlords do not want bedbugs in their building. Often the resident manager lives onsite and they will also be concerned. Another problem is that most tenants ignore the problem rather than reporting it and getting together with management to help rid and reduce the problem.
I doublt if tenants like to throw out "millions of $" and I doubt if landlords like to spend "millions of $."
We don't have problems at our bulding on 2177 Wall St. but if we did we would speak to management and listen to pesticide co for preventative measres rather than pointing the finger at management.
Try to cooperate with your manager. Bedbugs are troublesome and the more tenants fight and blame management the happier the bedbugs are. You can also educate your fellow residents by emphasizing that they should never buy used furniture, clothing etc from garage sales as most likely this is infested.
Hope you can work with your management towards trying to rid you unit of bedbugs rather than looking for $ which isn't going to get rid of bedbugs.

Bed Bugs were located on the floor above me in Dec. 08. So far the rest of building checks out. For how long, who knows. One year and counting...
The thing that bothers me the most is the landlord's inactivity to do anything. This has been going on for a year and one of the other tenant's is freaking out because his less than one year old furniture is now infested.
If there's no law, and I haven't thoroughly looked yet, perhaps we should try to get one created. This has to be costing us renters millions per year and we're the most subjected to the problem. It just doesn't seem right that we must pay for someone else's problem. (Just thinking out loud here).
