I reported the incident to Choice Hotels International. I was on the road all this time and when I got home I got a letter from Choice Hotels dated Sept 18, 2012 from a Dean Tarasenko (Director, Customer Care). In the letter it states

u have raised we must defer to the hotel and request that they respond to you directly."
In other words - we defer all responsibility. NICE. Have not heard from Rodeway Inn yet and don't think they will ever respond.
These guys have no idea how bad bed bug bites are and how long you have to suffer if you are allergic to bed bug bites.
Nice work Choice Hotels. I am only a diamond member.

Stayed at the Rodeway Inn on 09/15/12. I was in room 206. When I woke up I had red bite marks all over my neck and left arm. I looked under my pillow and found a big bed bug. I used a kleenex to squish the bug and it was full of blood - that was my blood. Right now my neck and arm is very itchy and painful and it looks like a terrible rash. I will never go back there again.
